KIWIRAIL GROUP. KIWIRAIL - ROADBRIDGING TRAILERS.
RFx ID: 21433267. Reference: 2019/0175.
Tender Name: KiwiRail - RoadBridging Trailers.
Close Date: Thursday, 19 September 2019, 11:30 PM (Pacific/Auckland UTC+12:00).
Tender Type: Registration of Interest (ROI).
This EOI is issued by KiwiRail through its Shipping: Interisland Line (IIL) business operation to develop detailed technical specifications and indicative pricing to replace its fleet of around 80 existing 'road bridging' trailers.
'Road bridging' trailers are semi-trailers used to carry ISO containers within rail ferry terminals and onto roll on roll off ferries towed by purpose-built 'tug' vehicles.
The objectives are to standardise the operational trailer fleet for use during road bridging operations to simplify & standardise operations.
After the EOI process, KiwiRail will progress approximately three half-day interactive workshops with shortlisted Respondents (face to face in Wellington). The purpose of the workshops is to elicit detailed requirements, informing a technical specification for the trailer assets; while assuring that the specification does not describe a single manufacturer's product. KiwiRail does not expect or any commercially sensitive information to be requested or disclosed during this process.
Following the completion of the Technical Specification, shortlisted Respondents will be invited by closed RFP to submit a proposal for the design, build and supply of their product to KiwiRail.
Options for DBM (Design-build maintain) and DBMO (Design, Build Maintain Operate) and other similar business models that account for total cost of ownership are invited.
The proposals will inform KiwiRail's business case to own trailers vs the current leasing/renting ownership model.
It is expected that the business case (and any procurement recommendation from it) will be submitted to KiwiRail Executive for approval towards the end of FY20.
KiwiRail is using the EOI process to inform the development of suitable technical specifications and indicative pricing for the fleet of road bridging trailers.
